At the zoo, Michael notices a baby carriage rolling into the sea lion exhibit and attempts to stop it, only to end up in the exhibit himself. A nameless stranger stops the carriage, but he doesn't want attention and flees, leaving the baby's mother and the surrounding reporters to believe that Michael saved the baby. Michael is proclaimed a hero by the newspapers and revels in the newfound attention and praise.
James expresses a personal respect and hero-worship for Michael, which makes Michael feel guilty about the whole thing. Carter and Stuart get into an argument over one of Stuart's posters and he claims it is the last straw and he is leaving. Michael shows up at their place drunk and desperately seeking assurance from them.
In this episode the Mayor is starting his re-election campaign with a speech at the zoo. Afterwards a stroller occupied by a baby rolls down a hill toward the sea lion exhibit. Mike chases after the stroller only to fall into the exhibit. The stroller was stopped by a man that wants no credit for his action. When people arrive, they believe that Mike is the one that saved the baby and he is willing to take the credit. In another story, Carter has brought the family dog, Rags, of nineteen years, to live out his remaining days at his apartment.
But we learn that the dog would have been happy just be be put down. In fact the dog is suicidal. As we start season three, there seems to be a more comfortable feeling dealing with the cast. It is still quite a large cast, and at times, it is difficult to get all the actors featured each week but the writers are doing their best.
Of all the episodes of the series, this show seems to be the one most people remember from the original airing. One can only think it was for the lovable dog story or the special guest cameos because it was not from the superb content of the story. This was a memorable episode but nothing that stands out as remarkable.

When you see Carter on the show with Wesley, it's both the character and actor loving the dog. Even before he became a star, Ruth valued him enough to purchase pet insurance policy with Veterinary Pet Insurance. It wasn't even something I thought about; it was just something I knew a responsible pet owner does.
Fox's departure from the series and Charlie Sheen now starring in the show, there will be changes this season.
The action will still take place in Manhattan with Mayor Winston still getting himself into all kinds of trouble, but the actual filming will now be done in Los Angeles. Wesley is such an important part of the show that he will fly to Los Angeles in October and spend a few months with a trainer and then head back home when filming has been completed for the season.
He has a unique role on Spin City as Carter's family dog "Rags". He is seen licking light sockets, trying to jump off a window sill, and eating pills in a futile effort to end it all. Of course, Wesley is always safe and sound as his stunt work is performed by a fake double.
