Seccond, he took in the Dunmer Refugees, while others turn them away. Sure, he keeps them in the Gray Quarter, which many consider a slum, but he knows about the anti-elf sentiment, and hate crimes by his own men, so it's as much to keep the peace as to subjugate them.
